This is the advertising manual that was sent out to Paramount Publix Theatres in 1931 to help them promote the Universal film "Frankenstein" (Paramount-Publix was the theatre chained owned by the studio Paramount, but they did not just show Paramount films).
It's 30 pages long, but page 19 is missing, page 20 is clipped and page 30 is detached.  It includes art, a New York Times newspaper story, synopsis, recommended stories, merchandising suggestions plus various other details and suggested copy.
A truly wonderful find.
